Seven European Accreditation Bodies Open Applications to Third-Country CBAM Verifiers

Seven national CBAM accreditation bodies are accepting applications from verification companies established outside the European Economic Area, according to the European Commission’s 7 October accreditation directory.

The EU accreditation directory lists 24 bodies that have agreed to provide CBAM accreditation services, of which 18 are ready to accept applications. Seven bodies specifically accept third-country CBAM applications, with the relevant accreditation authorities located in France, Greece, Italy, the Netherlands, Poland, Slovakia and Sweden.

Cross-border cooperation arrangements

The directory also identifies cooperation arrangements between the Netherlands and Türkiye, and between Sweden and Ukraine. These arrangements form part of the accreditation landscape for verification providers operating across national borders.

For verification companies based outside Europe, the directory provides an initial reference for identifying potential application routes. The availability of an application channel, however, does not itself establish that a company has obtained the accreditation required to conduct CBAM verification.

Accreditation access and verification availability

The number of accreditation bodies offering services should be distinguished from the number of verification companies available to exporters. The directory describes accreditation services and application arrangements, rather than the volume of providers ready to undertake individual assignments.

Manufacturers and EU importers must identify verification providers whose accreditation covers the relevant installation and production activity. This remains a separate consideration from determining which accreditation body accepts applications.

For the CBAM verification market, the expansion of accessible accreditation routes could support the development of future verifier capacity. However, the directory does not establish immediate appointment availability, verification fees or delivery times for specific assignments.
