Clinker content shapes cement’s exposure to EU CBAM costs

The clinker content of cement and the emissions generated during production are key factors in determining the product’s exposure to the EU Carbon Border Adjustment Mechanism (CBAM), alongside the price of the finished shipment.

European Commission cement guidance dated 14 August 2026 states that most embedded emissions in cement originate from clinker. The guidance also addresses direct emissions, emissions linked to electricity consumption and the information required for different production arrangements.

Product-level emissions data gains importance

For international cement suppliers, the emissions profile of individual products is therefore relevant rather than relying solely on a company-wide average.

Products with lower verified embedded emissions could become more attractive when buyers assess delivered costs, provided they satisfy applicable technical and contractual requirements. Freight costs, product quality and availability also remain relevant factors in purchasing decisions.

Clinker records support CBAM verification

Accurate clinker records and production data can support both CBAM compliance and commercial discussions over pricing.

Claims concerning lower emissions have greater commercial relevance when suppliers can provide supporting evidence capable of meeting verification requirements.
